Add support for QAM-256 in 2.4GHz 802.11n. This is non-standard and
comunicate vht capabilities in 2.4GHz 802.11n permittin, for supported
clients, to benefits for additional data rate.
Many driver supports this, for a start enable this for ath10k and
ath11k.
