Mathew McBride 1ff4f4df23 armsr: armv8: enable CONFIG_ARCH_RENESAS 
Renesas markets several embedded Arm64 SoCs in the
RZ series (RZ/G, RZ/V), so should be enabled in
a general purpose target.

Automotive (R-Car) SoC's are not enabled by this change.
