Felix Fietkau 0f84880a9d mac80211: iwlwifi: update firmware to ucode -16 version

We don't use Kernel drivers but ucode -16 is
usable on Kernel 4.3+ - with backports and mac80211
this should work on older Kernel versions too.

Intel does not provide a changelog.
