Hauke Mehrtens 87606e25af musl: update to version 1.1.19 ...

This updates musl from a commit between 1.1.18 and 1.1.19 to the final
release of the version 1.1.19.
This mostly fixes bugs in musl.

The size of the uncompressed binary is increased by about 4 KB.
